Oxidising Emulsion 3% is an innovative development from the ELAN professional line and one of the components of the signature SMART BROW TINTING SYSTEM.

- The volume of one bottle of oxidising emulsion is sufficient for one Deep Brow Tint 04 ICY / 05 SPICY tube.
3% oxidising emulsion is specifically designed for mixing with "Deep Brow Tint" eyebrow tint and TM ELAN professional line boosters-concentrates.
The formula is perfectly designed in proportions, and the gentle creamy texture of the emulsion ensures an impeccable result. The emulsifiers in the oxidising emulsion protect the hairs during the colouring process.
The characteristic feature of mixing 3% oxidising emulsion with "Deep Brow Tint" eyebrow tint from TM ELAN professional line is that the finished tint mixture has a pH of 7.
Thus, Deep Brow Tint is the FIRST pH NEUTRAL EYEBROW TINT, which does not damage the hair and does not dry out the skin.
